You could go to another country that allows a divorce if one partner disagrees and get divorced there.

Well it would depend on the reason for her refusal. But if she won't sign and I think she's just trying to make things difficult (because I'm a reasonable guy then I would just move for a "no fault divorce". Sure it'll take a year longer. But a lot can happen in a year. But honestly I don't see me ever getting married let alone divorced so this question isn't really relevant to me personally.

In the UK there are ways to get a divorce without the other person signing for it you just have to make sure you stay apart long enough
