Telling someone "you love them", "miss them", sending kiss emojis, is usually reserved for people we're in a relationship with or want to be. In addition to the literal meaning of the words, I think that's the clear implication.

So no, I wouldn't be ok with my wife/girlfriend talking that way to another guy. In fact, I'd be convinced that there's more going on than "just friends".
