It's kind of hard to understand the phrasing of your question, but there isn't much middle ground to be had; one person wants a dog, the other doesn't. So no matter what happens, someone will be unhappy.

To meet in the middle, I'd suggest your friend allowing a dog, but under many, many pretenses- it must be a small, low maintenance, non-agressive breed. The husband who wanted the dog is fully and entirely responsible for all care and cleanup of all dog related messes. Failure to comply with the stipulations means the dog will be gone. That puts the presence of the dog squarely on the husband, and if having a dog is such a high priority, he should have no problems making sure it's far from intrusive of the wife's space.

I'm speaking as someone who myself doesn't like dogs, but who's partner loves them. I didn't want a dog in the home, but I conceded under the same stipulations I stated above. So far, so good. Best of luck.
