I don't think there is an equivalent, but the closest thing is probably Miami

A magical place called "The Bar"... You can get drunk there, and at the end of the night usually can take some sloppy drunk chick home with you. Best part is- you don't even have to try!

There is no "capital" really. Miami is really good, NYC, LA.. be prepared to shell out major money to have fun.
