That's a thought provoking question. To me, in the context your asking, it means to simply have USA citizenship. In a more philosophical thought process, I think in essence for a person to be American is to embrace individuality and question everything.
My neighbor and I were discussing this the other day. We both immigrated here. The discussion came about when talking about our cultures. And she said what stands out the most is America has none. The people who have been here for several generations have no culture. Nothing to celebrate or love and make them happy. All they have is empty politics. It's true. And a bit sad.
