If he’s going to continue furthering his education and head off to college then yes I would go with the computer but being a brother with a older sister I can honestly say that I’d love whatever my sister bought me as I’m sure your brother will love whatever you buy him.
Give him whichever type he’s been using in the past. If he enjoys Xbox, get him the newest Xbox. If he enjoys PC, get him a better gaming PC. Personally I prefer PlayStation.
Well a gaming PC seems like the best option but if he likes a certain gaming system get him the one he wants..

I voted for the PC, as I just got one myself, as I detailed in this answer on another question.
PC is more than just gaming. It's good for school, work, creative projects, connectivity, &c. It's a great tool. And you can even just hook up a gaming console controller to your PC if you prefer that to keyboard and mouse controls. It's really easy.
PC games are the same games as consoles, only cheaper, and the PC will run them better (assuming you have a good PC with dedicated graphics card, &c). If you get a console, you start off with a lower cost of around $500, but you also are paying $40-$80 for a game each time you want one. Half a dozen games, and you've practically bought another console.
A good PC can also be upgraded over time, as the current technology gets old. You can't do this with consoles. The people who bought an Atari 7800 had to get a Nintendo when they came out, and then a Super Nintendo, then a Nintendo 64, and so on.
It's the same for PlayStation 1, 2, 3, 4, 5 and Xbox with all its newer versions coming out. The old ones are just forgotten relics or kept by enthusiasts who want the hipster vintage vibes. You can't just buy a new processor for your Xbox One, you have to buy the whole new system.
But if you look at my post from the link at the top, I have a solid gaming PC. Later, if I want I can change my 32GB RAM out for 64GB of RAM, or trade the motherboard out, or if my 4TB of storage becomes insufficient I can add on an external hard drive or swap out/upgrade the SSDs. Pretty much all the parts are upgradable.
The only downside is startup cost. Instead of $500 for a console, you will want to put out somewhere around $2K for a good PC. Maybe as little as $1,200 but you need a good graphics card and those are going to be $600+ of the components.
If you do decide to get a PC, there is a fair amount you want to understand before just grabbing one off the shelf for $900, $1300, or $2200. There are a lot of numbers and specs to look at. CPU, GPU, RAM, storage, and not all the numbers mean the same thing. Take a look at this graphics card comparison chart:
It's not always "bigger number is better" with the models. As you can see, the RTX 4080 (which costs $1100 for the card alone) and 4090 are FAR superior to an outdated card like the RTX 6600 (a $200 card), and outperform even the impressive RTX 7900 XTX. And the RTX 4060 is in the middle ground.
It's not even all about price, as there are commonly cards that are overpriced and outperformed by cheaper models. Or graphics cards that CLAIM good performance numbers, but actually underperform when tested.
I understand this is probably a bit much to get into, but really a PC is in another category. The power and flexibility is far beyond a console. If it's not in the budget, that's understandable. If you want more info or guidance on a PC purchase, feel free to comment or DM me.

Well, you know your brother better than most people do right not everybody likes Xbox or PS or PC so you would probably be better off finding out first if you don’t already know
