Is it legal for security guard to stop you to check your receipt?

Literally just after paying and getting my receipt he went to me asking for my receipt, first time it happent to me (I forgot one items in my carts which was a very cheap one too). I gave him my receipt he said it was just a random check but did not even check my carts, he looked at my receipt and looked at my carts but without moving anything while my carts was full so it's impossible to check it this ways.

A private business can employ whatever means they choose to prevent shoplifting, this includes random checks of carts they suspect might not have paid for everything

If he was able to find the item you forgot then he likely received an alert about it before you left and went to check you

My carts was full so normally if you want to check you need to remove some items...
It's actually the cashier that noticed I forgot one items it was a small one that got stuck behind the water bottle so I gave it to her so I could pay it.

They usually don't do it in France, worker in France have no right to do it only security guard. They're the people in uniform standing in the middle of the shop France. When you steal in a shop they arrest you and lock you in a room until the police come here.

Far as they ate concerned, you're shoplifting which is a crime. If they assumed you were a professional you could have been detained or the cops be called. Cheap item or not. Hell, several guards I hire have arrest authority for certain circumstances

I was not I just forgot one tiny cheap items which the cashier saw and made me pay so they were no issue at all. It's also not a crime in my country, the police don't even move for thief (they don't even care for drugs dealer so...). It's really not a big deal in my country

In France security guard are forbidden to arrest anybody you can't do it, you can't call the cops either as stealing is not considered important enough (it's only important if it's robbery with gun / knife).

And I was not shoplifting I just forgot one items as it fell between water bottle so I just not noticed it. (which is why it can't be considered as me being a thief if I wanted to steal I would have steal something expensive I did have expensive stuff in my carts which I pay for, I was not gonna steal 2 euros after paying 150 euros...)

That's only an anecdote you're giving. There are actually many cases where shoplifters getting caught because that is against the law. Even if there are cases where they are afraid of catching bad people, policing is still necessary. Because if you claim crime happens anyway, what do you think would happen if you just remove all security? Does it reduce the crime?

Shoplifting is against the law so there for a system where securities check the reciept should exist. It's the same with cops existing just incase of crininal activities. For a security checking reciept has nothing to do with laws then so are cops checking for criminals
