Why won't my ex look at me or even say hi?

I dated this guy for 3 years, and we broke up about 3 years ago. Our breakup was rough and in turn, we blocked all means of communication for a while. I have since seen him out and he won't even look at me in the eye nor say hi but my friends have caught him staring at me. Recently we have become reconnected via Facebook where he admitted he has no bad feelings towards me. If this is true then why can't he even say hi? I have a new boyfriend and it's been 3 years you think he'd be over it. We have mutual friends so it gets really awkward. What's the deal?
