Why does my ex stare at me serious but won't talk or say hi to me when he said he wanted to be friends?

We were together for 1 month but he broke up with me a month ago because he thought I was unhappy since we didn't spend time together he kept saying he wanted to be friends for now until he can put time in relationship. After we broke up he would say hi first I would say hi but after when I would say hi he would say hi with or without smile. Now we walk pass each other not saying hi and it bugs me I want to fix it and give space but we see at work and it feels like he tries getting me jealous by giving others attention but me. I caught him staring at me today but he didn't look away he had a serious face. One coworker told me 2 weeks ago that he stares at me in a good way when Im not looking. I want to talk to him but have a lot of emotions going on which is why I try ignoring him but it feels like he gets my attention more by talking loud.

He knows you more then you know him. Its the psychological effect of things, he knows that he wants to talk and say hi to you, but he holds back to see how you will react and feel about it. Its working because your filled with emotions and thats exactly what he wanted... knowing that your both now ex partners in general.

After break up he said supposably when he moves to my city we will talk on our relationship which might be 3 months. What sucks is we see at work so how can I handle my situation when I want space for each other for now but want to say hi. Or should I continue to ignore him for the moment?

If he says hi, you say hi back, but dont be the one that says hi first. Counter attack and do what he is doing... so when you stop saying hi, maybe he will be the one that would start feeling bad because your showing that your moving along with ease. I know its easier said than done but you have to be strong here with these types of things.

Update:after 1 month of this question when I walk by him I say hello and he says hi back. been 3 months after break up unfortunately still haven't been able to tALk to him. He's been staring at me a lot. I always catch him looking at me and he doesn't look away! He seems more calmer compared to before. This past Tuesday at work I found a small plastic heart and threw it at him (I wanted his attention) he looked at it and I looked away then we made eye contact I smiled then he smiled. Also I noticed his boss which is his long time friend who also gets along with me as coworkers is always staring or watching me working and how my job involves in communicating with customers a lot of people have been complimenting my looks. What's your opinion on how my ex is acting now and why is his friend literally keeping an eye on me?

Forgot to say last month at work I asked him if we can talk after work he told me "maybe I have a lot of stuff going on right now" and we didn't get to since he had to go work at another location like majority of the time. But ever since I asked him that he says hi to me not like before where he would walk past me not saying a word.

If he was into you he would make time. don't ever believe the crap that comes out of a man's mouth that is full of excuses. Hey wait for me until i have time to put into a relationship is BS. Move on and find someone who will make the time not give excuses.
