Well if you care about what he thinks about you... just ignore it and hopefully in time he'll get the hint you aren't interested and he'll stop. If you don't care what he thinks about you just don't say a word and start staring back at him like link hahaha.
In all seriousness take it as a compliment if you can. If you're truly uncomfortable be assertive and let him know how you feel. He most likely just thinks you are beautiful and/or he wants to know you or likes you from what he does know/see.

it happened to me before when a guy constantly stared at me on daily basis, so one day I saw him again and I walked up to him and looked at him and he didn't dare to look back . he was feeling nervous and pretend to look elsewhere hahaha
Haha, he means you're too beautiful , which is why he can't stop starring ...girl just enjoy it :P
