That's a tough one. Maybe ask his sister to break the news to him somehow? Preferably without hurting his feelings. If not then you'll just have to outright tell him. Maybe ask him how he feels about you then tell him you don't feel the same? Sticky situation you're in lol.

Just tell him straight off that you are not interested in him or texting him.

Either use your sis as a go-between to let him know to stop, or just politely yet firmly tell him to stop. If he asks why, let him know (politely!), that he's coming off as creepy and you're starting to worry about your personal safety.
