Would you consider that to be flirting? and if so, would you consider what he did to be cheating? I'm not sure how many people he sent it to, but he definitely sent it to a friend who he used to be involved with.

I wouldn't say it's cheating exactly, but it's definitely not okay what he's doing. I don't send shirtless pictures to guys and if my bf did, I would smack the glasses right off his face, haha. I think you should talk to him about it and tell him that it's NOT okay at all for him to be doing these things. If he was involved with someone before and sent it to them, then you definitely need to have a chat with him.

In my view, any direct interaction of a sexual nature, without the permission of one's partner, is cheating. So, kissing, sex, sexting, and indeed what you describe, would all be cheating in my view. But, watching p*rn for example, or anonymously uploading a shirtless pic to the Internet and letting girls comment on it without replying to them, would not be cheating.

If you don't have a confirmation that he actually cheated, it's not cheating... yet. It's possible that he has the intention to cheat and it's very big red flag in my opinion.
