Boyfriend getting nudes on Snapchat. Cheating or?

So my boyfriend told me I could send some pictures we took together on his phone to my phone and I opened his gallery to get them and there are screenshots from Snapchat of a naked girl. I asked him about it. He claims it was just while I was gone for 3 months he was lonely and looked up naked girls snap names online. That I can totally understand. Now fast forward to today. This morning his alarm was going off. He was in the bathroom. I turn the alarm off and his snap is on. And he's messaged her asking for nudes. Saying he wants to have sex and really vulgar things she's never replied from what I've seen but it hurts my heart. So much. Especially since I told him now I'm home it needs to stop. He was saying this stuff to her last night after him and I already had sex. Is this cheating? Should I be upset

Level 1 flirting =get annoyed, talk about it
Level 2 sexting and nudes =argument, pretty serious, tell him to cut it out
Level 3 dates and cuddling and some contact =big argument and a break or break up
Level 4 kissing and touching= most likely a break or break up
Level 5 full on sex= break

If level 1 is repeated thrice it may result in break up or break
Level 2 would have to be repeated once or twice
Levels 3,4 if repeated once would result in a break up (considering I forgave them for committing level 3 and 4, which is also somewhat unlikely)
Level 5 I wouldn't forgive unless there are serious mitigating circumstances like: me cheating, us being on a short break, rape.

See that's how I see it. He doesn't think it's a big deal because she doesn't reply. Because she's "just a random snapchatter who sends nudes". But to me ESPECIALLY since we have a VERY great sex life or so I assumed (we have sex everyday multiple times) it makes me feel like I'm not enough for him.

I moved all the way to OH from TX with him to be with him. We've been together for almost a year. It'll be a year in a couple weeks. We've had our ups and downs. I don't think he's ever physically cheated. But it's still too much ya know? Especially when you give all you've got to give and he still wants to see other females naked? Like porn that doesn't bother me. There's no intimate connection. You don't know the pornstars or are able to talk to them. With Snapchat you can message and stuff and that's why I feel and sense infidelity. Because regardlessly online or not if you are asking for them it's cheating. Even if you aren't physically with them. I'm gonna have a sit down talk with him about it. Because I cannot and will not put up with it. Your advice Means a lot. I don't have many friends especially not around here and no one to vent to so this really helped.
