[Game of Thrones] Are Jon Snow and Ramsay Snow related?

While watching season 3 of Game of Thrones i got introduced to the character Ramsey Snow. Ramsey Snow is a basterd of Roose Bolton and Jon Snow is a bastard of Ned Stark. Are those two related or do Ned Stark and Roose Bolton just have the same taste of whore?

in the series the last name 'snow' is designated for any bastards born in a royal family. its the same concept with people born in desert areas of that world, bastards of those families get called 'sand'
