Haha I wouldn't know how to get in in GAG (maybe there's a keyboard combination...) but in other application I would generally use it as a sign of understanding.
It would be a way of saying "you understand what I mean, don't you?" :D

I use it when I'm being snarky. I hate that particular wink face when you're flirting. It doesn't look flirty.
It looks like a "if you know what I mean" wink
Not a "you're so hot I just wanna tie you to the bed" wink.
