u When I was younger, calling a low-to-the-ground person a "midget" was not an offensive slur; it is simply what we called them. The essence of a slur is not the word that is used but the intent behind the word.
The essence of political correctness is to act offended about something and insist that the rest of the world change to accommodate your sensitivities and, when you have successfully accomplished that task, you have increased your apparent power. The "offense taken" is just a ploy for power gain.

I think yes, you can just say that they are short.
However, if you are joking with a friend and call him/her a midget (I do this to my 5' friend and we just start to laugh 😂✌) and he/she isn't offended, then it's not offensive. 😄

Yes, name calling is just isn't nice.
This is why even if it's a close one, you should ask them if your jokes or whatever is offending them or making them feel uneasy.
