Amendment VIII
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
It doesn't violate the 8th Amendment, but a man wouldn't be put in jail for failure to pay child support unless he was capable of paying it. Most likely, even if he was capable of paying it but didn't, he wouldn't be in jail anyway, but there would be court-ordered liens against his property compelling him to make the payments.
For unpaid fines, again, it's similar, but, if there is no property to put a lien against, then, sure. A single fine is a non-issue, but repetitive non-payment of fines is a criminal act, so prison is appropriate.
The Constitution has been in the toilet for ages. When is the last time you heard our form of government referred to as a Constitutional Republic, rather than a "Democracy"?
