Can a person chokeslam another person without the other person jumping?

A chokeslam is a wrestling move where you grab a person by their throats with one hand, lift them up and slam them on their backs. In order for the move to work properly and safely, the person receiving it has to jump and break their fall. Can a person do this to another person in real life. For example: can a 270lb man chokeslam another 270lb man without the other guy assisting him? I think you'd have to be ridiculously strong to be able to chokeslam someone about your weight or heavier than you. I think the only way a average person might be able to chokeslam someone is if they use the person's own momentum against them.
