Should I ask him out again after he rejected me once?

I asked him out last year and he rejected, he is my co-worker, we didn't talk much before, we only did a couple of small talks and we greeted and smiled at each other when we met. He is shy and sometimes gets blush when I talked with him. Recently due to some reason, we had more contacts at work, and he gave me his private email address, but we only emailed a few times for serious but personal purpose.
I want to email him but not sure if I should do that, because he seems to be busy and only replied my emails in the next morning/day.
I really like him but not sure if I should make the move, since he rejected me my invitation before. But he always smiled at me and gets blush, and sometimes I noticed him stare at me. I wonder if it would make things very awkward if I ask him out again or send emails that he might feel annoyed...
what should I do?

I wouldn't ask again unless you think there's a chance. He doesn't sound like his mind has changed TBH.
