Yes police have ways of finding out someone IP address just like they have ways of finding out deleted information on your computer including websites you have searched even after you have cleared your browsing history

The short answer is yes, if the issue is serious enough. For example if you make death threat to a person online, and it appears real. That person can contact the police, the police would get a warrant from court. They can use the warrant to compel Instagram to turn over all information about your fake account.
Just because you deleted the account, doesn't mean Instagram deletes it from their server. They most likely keep their data for years, if not longer. So they would turn over that account information to the police, which would include all the IP addresses associated with the account.
Now, the second part, just because the police is investigating you, doesn't mean you are in trouble. If you are just sending messages online without actually taking action to harm your friend. The police will most likely just give you a warning, even if they talk to you.
Can they? Yes.
Will they? No.
If you just said petty stuff, only local police departments will get involved, which don't usually get that stuff. You'd need something on the level on terroristic threats or cp to get the federal government involved, which could easily get it.Anybody can find anything online because everything is recorded digitally.

Your ip changes depending on the radio mast/wifi that you're connected to, it wouldn't matter if the police would track it since they can't tie it to you.
