Why did the boy get in more trouble than the girl?

So this boy and this girl in my class were having a verbal altercation, both insulted each other.
Then the girl just kicked the boy in the balls! Not in a playful way, but really hard.
He collapsed and gagged, with a red face and everything. It was pretty scary.

A few minutes later he got up, and he was really pissed, still had a red face and tears running from his eyes.
He went up to the girl and punched her in the stomach really hard. Then she collapsed and cried.

So, obviously both were violent outside of self defense, but I don't understand why the boy gets a harsher punishment.
She was the one who initiated the violence, and with a lowblow at that. I'd rather be punched in the stomach than kicked in the balls.
HE hit back, and I can understand why he had trouble controlling himself. And I bet the kick hurt him more, than the punch hurt her.
Both are fine, as far as I know, but he still got punished more.


I think the girl should be punished more, if anything.
