Depends on the context, I guess. Like if someone says it with disdain, it’s insulting. But I personally use it as a neutral synonym for “rich” or “affluent.” I live in a fairly wealthy area (not through my own merits or anything, just luck😂), and there are a couple towns in this neck of the woods that are exclusive as fuck, like multi-million dollar oceanfront homes, private beaches, etc... I drive home (again, to a pretty nice house with an ocean view) through these towns, it’s a slower journey, but your jaw is in your lap at some of these homes, just absolutely stupid, both the house and especially the land they sit on. Like you need major-corporation-CEO money for these places, or at very least be very successful in finance/stocks etc. So when I drove through those towns, that’s what I usually describe as bougie. I don’t think I describe people as bougie quite as often. I’ll just be like “you ever been to Cohasset? Bougiest place you ever saw...”

I've only heard "bougie" as a reference to someone who thinks they're better than others because they have money-- not a person that has money but is also humble.
