That's called fraud, and you'll usually get hit with some nasty fines on your first offense. Don't fuck up more than once though, because that's when you start getting into jail time

Assuming you are not using another person's identification, in most case, you would not get into any legal trouble. However, before issuing the credit the credit card company will run a credit history check. With an unfavorable or no credit history, they probably wouldn't issue a credit card, but you should be able to get a debit card.
I was lucky, I mentioned how much I made, got my credit card, than within 1-3 days I was laid off but my credit card was never cancelled and I used CERB CoVid benefit payments to pay off my debt.
I'd think the worst that could happen is they would revoke your card or if you got an annual fee waived you may need to pay that and that would slightly affect your credit score but not for much and not long
