Well, when I use it, it's always in response to something surprising to hear. Something that can leave a person speechless. But I usually only send it to things that aren't very major. So, to me, it's playful in nature. If I had to give it a word, I'd choose "welp."

Upside-down smiley is supposed to mean sarcasm or irony. Mostly just girls use emojis anyway, but that one, when they use it, is them usually being goofy or sarcastic.
