How do you interpret the Upside Down smiley emoji whenever it’s used?

It's pretty ambiguous like many smileys, but from my own experience and googling it just now, its most common usage is when you're being intentionally silly, sometimes to mean sarcasm.
But people define it differently. define it differently. For others, it's something more serious, kind of a cold attitude emoji or 'burning up with anger inside'
βIβm tired of you🙃β
βAre you kidding?🙃β
βOf course iβm not angry🙃β
My one friend who consistently uses it kind of does it in a context similar to the βThis is fineβ meme with the dog casually sitting at a table surrounded by flames. Like sheβll say something annoying thatβs happening at work or in life and maybe end it with βkill me🙃β lmao.
A better question is, why is there a lonely right side up smiley.

An alternate alien dimension opened up by those damned Russians at the shopping mall! (Which, from what my mom tells me, was the worst possible nightmare in the β80s for any teenage girl! That the local mall was taken over by Russians!) oh, and the opening of a hell dimension too, Iβm sure she meant that was bad too!
I use it when I'm being silly/or in a playful mood.
thats like all the time then :P
I pushed her unintentionally 🙃
Damn I'm really joking here! 🙃
You know there is a fact that you can't breathe from your mouth and nose at the same time
Now stop breathing like that, you are looking like a dying bull 🙃
I usually use that in either a sarcastic happy way or after a βfu*k my life whyβ kind of comment
Like yay I have a 12 hour shift at work 🙃
Or
The last cookie was taken and I thought it was mine why 🙃
Someone being sarcastic about something.
Or perhaps saying their happy when theyβre not.
For example:

Something like this
When I first joined I used to put that at the end of something Iβd say, if it was really dry, so people knew I was actually kidding, or I was always taken seriously.
When someone uses it, it means that person is being silly.
I've normally only ever seen it as a sarcastic smile, tend to be used when some fool thinks they've like "owned" someone with an explanation or something.
They are hanging upside down off their bed texting you and being silly or whatever, so many emoji's can be taken many different ways. Really depends on person and who you are talking to.
I always see this as a "I say I'm fine, but I'm suffering from crippling depression/anxiety"
😅😅😅😅
"please get us through this awkward part of the convo"
"I'm not sure how I feel about your unfunny joke"
"I don't care hehe"
"Are you fucking kidding me do I have to dumb it down for ya' "

I see it was a playful emoji. As if the person is joking.
Impatiently waiting OR up to no good OR just really happy to be talking to you
Like my life is completely upsidedown but I'm still smiling about it.
When someone uses that emoji I think that person is joking.
I always assume it is sarcastic / amusingly bewildered by something.
Highly dependent on when it's used. But I tend to view it as being sarcastic in nature by default.

🙃 Commonly used to convey irony, sarcasm, joking, or a sense of goofiness or silliness. Its intent can be similar to the bemused Oh well!
Joking around or being silly 🙃🙃
Just that they are happy messing around having a laugh
Sorta like a silly happy. Like you're being playful
Im not a fan of anykind of emojis. I like seeing the real smiles of real people, not contact between devices.
I think it's ambiguous as to whether the person is happy or angry
Like the rest said I see it as someone usually myself being silly
It means theyβre trapped in a situation where they are upside down and it is a sign of an emergency.
Sarcastic, offended, or playful... Depending on who's using it and the context.
Represents the state of literacy as our society regresses back to hieroglyphs.
I think of it as a βdumb smileβ or when you think something that might offend someone is funny
if you use it on a girl they interpret it to mean 'my penis is small'
Sarcasm for me, or when I feel dont like talking much with the person 🙃
