Is it proven the moon Europe has ocean?

There are no oceans on the moon. The naming of seas and oceans results from the observations of early astronomers. On closer inspection these are merely less cratered areas. Has there ever been water on the moon? It seems that some ice exists in isolated areas.

as far as i know its likely, with the right technical equipment you can determine what chemicals elements are present, by simply looking at it. And as long as there is Hydrogen and Oxygen present, its possible these formed Water molecules.

I looked it up Europea moves way way faster than Titan. It has a 3 day orbit around a planet larger than Saturn with an orbit much farther than Titan. Europea moves at 300,000 miles per hour and Our moon moves at only 3,000 miles per hour.
