Can a moon make its planet’s water float?

Spoiler Alert, there’s a planet I’m developing and it has parts of it called The Ocean that Floats (or Flies, still deciding which one). It’s exactly what it sounds like. The sky is covered by an ocean.

Technically, it already does. Tides and waves are effected by the moon and the planet is in constant rotation around the sun, so the Earth is being stretched by the sun's gravity and the water on the Earth is being affected by the moon's gravity.

So unless you mean individual drops floating in the sky, then yes. However, the moon would have to be very close to the planet to make water float in the sky, and that would make it virtually uninhabitable.

It'd be easier to just make a gas giant that is composed of some parts oxygen and hydrogen, and has a "water like" gaseous atmosphere. That's more realistic and a lot easier to explain.

What does virtually inhabitable mean? Like the moon would rip you, IN HAAAAAAAALLFF? Oxygen thing? A DINOSAUR
