Where the project fail?

It is in turkey, There were many this kind of project in China too but I think they fail because it is like transient people in north go to southern in winter, people in sourthern go to north in summer. They are almost the same idea therefore there are like ghost town during the certain seasons then no business no living function then ghost town forever.
but is this the project ok? all the same...
