as you see here, homo sapiens sapiens (what we refer to when we say humans) is an entirely different genus Pan troglodytes of which chimpanzees are a species. so it's not even the same species at all. if you don't know, "genus" is one taxonomic order "above" species.

as you see from this picture the entirety of homo sapiens that lives on the planet is only one species that belongs to the genus homomini just like Chimpanzees do.
what we often refer to "ethnicities" or "races" aren't actually taxonomically relevant distinctions. we're all homo sapiens sapiens. there's just different "phenotypes", which means it's the same species with differences in outward appearance.

so in conclusion: they're all equally close or equally far from chimpanzees however you wanna look at it.

so as this picture also shows: all the different "homo" variants only evolved within the last 1-2 million years. the last common ancestor between chimps and humans is equally 7-8 million years in the past.

Well unless you find a wolf or wolf mix, all dogs are genetically close. Only changes as @genericname85 put it are the phenotypes.

Technically black people. Like they're the only race that didn't have to adapt to a different climate, so in that sense they're the closest but barely. They're not more ape like than other races or anything in any other way than climate stuff

They haven't isolated human genes to the racial level. But my guess would be that the race of people that originate from an area would be most closely related to the chimpanzees that originate from that area.
