This is something that - largely - only higher value (higher SMV) men can do, regardless of color/race. Look at men in Hollywood, or rock stars, or athletes - they often date women 20+ years younger - BECAUSE THEY CAN. Why can they? Because women, even much younger women, find THOSE men highly desirable.
This isn't JUST true of celebrities, though - men who are very good-looking, very popular, or very wealthy (or some combination of them) - are also generally seen as highly desirable by most women, and so those men have the option of dating younger women.
Do you understand that ALL men, regardless of age, value YOUTH above all other factors? And the REASON they value youth is not because the women are hot (not all young women are hot), but because they are FERTILE. Men are biologically programmed to seek women at the beginning of their reproductive window, because those women are in the BEST position to provide them healthy children (and many of them). That might not be a common priority today, and even for the last 30 years or so, but for ALL of human history prior to, say, 1990, children were understood by everyone, and by society as a whole, as the primary reason for relationships and marriage. Humans have 600,000+ years of history prioritizing children, and that's only changed VERY recently. But instincts take roughly 1000 generations - about 20,000 years - to see significant change.
This graph came from data-mining OK Cupid, and it shows the age of women that men from 20 to 50 find the most physically attractive: notice that ALL of them chose women in their early 20s. Why? Because these women all have 15 solid years of fertility available to them, and men value fertility over anything else, and always have.
But there's the other truth: most men in their early or even late 20s can't get women in their early 20s for serious relationships, because (the vast majority of) men start the game with ZERO SMV, and have to go EARN their value, by developing skills and confidence and by building resources and status, and few men have had a chance to do that adequately in their 20s, so unless they were born into wealth or won the genetic lottery and have amazing looks, they aren't going to be able to compete for the majority of the women in their early 20s - at the peak of their own SMV - against men in their 30s or even 40s, who have homes, nice cars, have status and access, and who can provide a higher lifestyle. This is why only the top 10% of men can date women so much younger then they are (with only a handful of exceptions). An AVERAGE guy, or even a guy who is a 7, which is a good deal above average, isn't going to be able to do this. But you can bet that if he woke up one morning and discovered he'd woken up as a 9.5, and suddenly he COULD get a girl in her 20s, and he was single, you can bet he would.
In the real world, though, it's the exception that this happens, not the rule.
