Depends on whose genes show more, sometimes black dominant and sometimes the white, Hispanic, Armenian, Indian, African, Asian, Arab shows more and is dominant.
Remember that Africa is the continent where humanity originated, and there's more genetic diversity there then in the rest of the world combined many times over.
There's ethnic groups like the Nilots (think parts of Sudan etc) that's extremely dark.
Then there's ethnic groups like Bantues that's more middle of the road.
And then you have Berbers that's white.
They're all native Africans, but even without mixing with any Europeans they'd all have different colours naturally.
The reason why so many Africans looks so similar is due to the Bantu expansion, but Bantues are not the only ethnic group in Africa by a far cry.
So, no.
Differences in skin tones says little about how "pure" someones African heritage is.
Every single one of someones ancestors could be born in Africa for literally a thousand years and they'd still have different skin tones then someone else that has exactly the same number of generations without a single drop of blood from outside Africa.
