In real life, wouldn't this be child abuse?

I'm drawn to the Helga character from Hey Arnold. In real life would that be child abuse?

Notes:

- Neglected by both parents. They let a 3-5 year-old little girl walk by herself to pre-school. She got all soaked, dirt with mud and an angry dog took away her lunch box.

- Her father continues calling her Olga (her older sister's name) and doesn't even know her age nor anything about her at all, her likes, dislikes, what she's allergic to, etc

- Her mother is an alcoholic and doesn't provide good meals on her lunch bag

Yes they were both horrible parents. The mother was so drunk that she even accidentally put shaving cream on her lunch box. The sad part is cases of child negligence like that exist and can make that poor kid into a school bully, hurting others.
