Sorry G@Gers... I really botched this one... wrong headline question and picture. The question is "Where did it Happen?"

In any case, the correct answer is LONDON ENGLAND, and the traffic light was just outside the Houses of Parliament in Westminster.

Pure guesswork, I'd say London. The government clue seems to place it in the Whitehall area. But I have no real confidence in any of this.

I heard a story that the first traffic light was in Oklahoma City and that two cars got in an accident

There may have been an accident in Okie City but that's not it.
