This cold war Has been there at least since not long after Putler came into power and the first sanctions. I remember their state TV propaganda has been active as early as 2009. But the European Union was oblivious to it and they didn't stop importing gas and oil from Russia. They didn't come up with very effective ideas to gather these resources themselves and kept funding the oligarchs indirectly. Guess where most of that money went to? Even the Russian military funds were stolen from so that the oligarchs kept doing their oligarchy things but that didn't stop Putler from invading a fellow slavic neighboring sovereign country.
Ukraine is the first victim of Putler. Georgia and Moldavia have expressed they'd be the next targets if Ukraine would be conquered successfully by Putler.
Like a deserted paratrooper of the Russian military who used to be deployed in Ukraine has said "Putin is not Russia". Citizens of both sides have also expressed, that many people are dead "because of 1 guy" - their quote.
Neither.
The West is to blame, but always deflects onto others. This shit has been going on since the fall of the counterbalance Soviet Union. What else is the big fuckwit West with no opposition going to do but go rogue?
It's like a gang with no police and no wonder terror groups and crime is rising - not falling.

Putin become what they want to be. So westerners still can not see it
because Putin is angry that have two meaning one is nature one is what weterners want to see aha~I am right indeed.
