Several months ago, calls were made against a man abusing a 9 week old male Rottie puppy.
The puppy was swapped with a newspaper, insulted and dragged by the ear and throw on the couch, making it whimper in pain. The man got charged, several animal shelters were noticed about him (his reputation got destroyed) and the puppy is elsewhere with a big, loving family (consisting of an elderly couple, kids and other relatives) and large garden. Latest update I've heard is it learned to trust again so fast. Unfortunately not all of them run the same luck.
Are horrible people like that guy the main reason Rotties get a bad reputation?

Bad owners are responsible for 100% of domesticated dog attacks.
For example, I grew up around large dogs and never once had an issue with a dog acting aggressively towards me because they were raised right.
My little sister bought a puppy, did not train it and let it grow up doing whatever the hell it wanted.
She brought it to a party where it bit a toddler on the face, mauled a smaller dog almost to death and tore the flesh off of a woman’s arm exposing the bones.
It was put down immediately.
It was not the dog’s fault. My sister ruined that poor animal.
I think bad owners should be banned from ever owning another pet. They shouldn't be allowed to have another dog.

The puppy definitely didn’t deserve it. Poor little dude. But I wouldn’t say Rotties have a bad reputation. They’re just scary looking to some people.
I will forever maintain though that it’s not all in how you raise a dog. Genetics do play a part; as does temperament. If you get a dog from a reputable breeder you should get exactly what you’re looking for. A shelter mix, byb purebred or designer breed may not meet the standard and expectations. So a byb rottweiler that may not have the best temperament could snap and make the public fearful.
Yeap. If you mistreat an animal or dont have it trained and acclimated properly, or you neglect its health, that's not good and can increase aggression. I have Rottweilers. They are guard dogs and they will attack an intruder, but they're not going to just attack everyone. You have to be in the property and or an active threat.
