Yes, that is so true. Now, I have a neighbor who is a little-peep-squeeze and has a smart ass attitude about himself. Every English Massive Dog he's ever had has come off as an aggressive dog and would be aggressive towards people. So this can be true.

I agree, often it is neglect. Dogs need regular exercise, if they stay chained-up in the back yard or inside most of the time, they tend to go a little stir crazy, which puts them in a bad mood.

Partially. Dogs have their own individual nature but owners influenced them to. There are pacifist Amstaffs and sociopath Chihuahuas, but assholes want other people fear them and prefer potentially dangerous dogs.
