When a person says born after 2000. Does this mean people born after the clock struck midnight after 1999 or people born after December 31st 2000?

It means January 1st 2000 and onward.
The proper way to word it, is "born after the year 2000 started".
Yeah, it would provide more clarity.

It's not about arithmetic actually. I have seen people using this phrase to describe a gen. So I got confused because a gen starts from '00. It's more of a grammar thing.
