It means January 1st 2000 and onward.
The proper way to word it, is "born after the year 2000 started".
Yeah, it would provide more clarity.
I miss clarity.
Most people these days tend to be too illiterate to know how to describe anything clearly.
I’m not so good with arithmetic
It's not about arithmetic actually. I have seen people using this phrase to describe a gen. So I got confused because a gen starts from '00. It's more of a grammar thing.

I means that when people say born after 2000, they should clarify as to whether they mean born after the year started or born after the year ended and 2001 started
