I got a dog but he is scared of everyone/and every dog what do I do?

I took him to the park and he sat under the table the whole time. He's about 3 or 4 years old. No idea how I should encourage him to come out of his shell, if it's even possible

He has a big scar on his belly where he was attacked as a puppy by a bigger dog (almost a RIP situation)

Have you had this dog since a puppy? Or did you recently get him? I would avoid parks, but look into one on one training. Find a high value toy and play hide and seek with it. Build up that confidence. Look into dog sports too. My dogs do some dock diving, weight pull and barn hunt. My one dog has an amazing nose and loves any kind of scent work.

Obviously a situation for a professional dog trainer. For him that would be a regular scenario, which you should have had addressed years ago.
