Because the world seems to be selfish, cruel and unfair. It celebrates and rewards bad people and bullies and spits on good hearted people. I've seen this in particular with guys that are players using women for sex. They continue to be rewarded and sought after by women, but decent gentlemanly guys are laughed at, called weak losers and bullied. They end up alone or killing themselves. People seem to love bad behavior and reward it while shaming good behavior.

The things and the people's goodness are rarely connected.
A murderer winning the lottery has nothing to do with their murdering.
A wife whose husband is run over by a drunk driver doesn't have that happen to her because she's a good person.

It's a myth.
The reality is that things happen to all people. Whether they are "good" or bad" is subjective and framed.
You might win the lottery, but be dead in a ditch in a weeks time. Hence it wasn't a "good" thing at all.
Likewise you might just survive cancer as a child, but go onto win sponsorships and gold medals in your teens.
Hence never be insular and small minded enough to think one event or situation is the whole making of that person.
On the other hand you do get people who are fucking stupid, and always get into situations. It's their habit and usually due to their mental or social issues.
Because if any criminals that band together should ever become successful enough to control the monetary system of entire nations, they will prey on every weakness in their debtors to circle the wagons around themselves, until they appear above the law.
Also, sometimes, God allows the wicked a small breath of success, just to not be completely cruel, as they forge their own path to eternal hellfire.
But the more virtuous are tested. And the world is cursed because of our rebellion. So some suffering is inevitable.
Sometimes if you are a good liar or you know how to cheat people you can make your own luck. Most of the people I have met that I consider wealthy are people that I would not consider good. They got rich by cheating the system or by some other less than honorable means.
Good people will do stupid things like spend time on people they like, make efforts without compensation, charity perhaps and care for others even at the cost of forgetting themselves.
Bad people won't. Instead they are wholly invested in themselves and actively search for ways to improve themselves and their lives before wasting effort on others.
Why good things tend to happen to bad people is because bad people are more likely to achieve power and that draws people in like gravity, even good people are at some point forced to swallow their pride and sell themselves or their services.
I would say that bad things happen to partially good people and immature good people but mature and fully good people do not have bad things happen to them unless they volunteer for it and willingly allow it. Like if a healthy person chooses to do charity work in Haiti, they know they are taking a risk. Same if a doctor chooses to work in a country where medical equipment is not sterilized. He risks getting the illness himself.
When good things happen to bad people it makes me cringe. Like the guy that claws, cheats his way to the top, leaving bodies in his wake, and then wins the lottery on top of that.
I usually believe in karma, if you do bad things, bad things will follow, but there's this small percentage that seem to get away with everything. I guess it is the laws of percentages, allowing some of these bad people to squeak through unscathed.
life is essentially unfair. One soldier is killed on the battlefield while two people next to him are not. There is a randomness to life. Ebola isn't going to think, "This is a good woman; I'll infect someone else." The black ice on the highway isn't going to think, "Fuck this guy, I'm going to make him crash." Random events that have no reflection on one's worthiness to escape or suffer unpleasant consequences.
It because God allow that, if he exist, and you can look for the 'might makes right' trope.
