What garden tools can I use to cut this grass?

I don't have anything electric so a lawnmower is out of the question

It has to be manual/handheld

I used to use a sickle. It is sort b of like a golf club with a blade AT the end of it. If you swung it with the blade parallel to the ground you can cut a good amount of grass. Weeds too.

It looks like weeds to me, so just pull them up by hand.

No need. Sickles are meant for kong grass. So cut close to the ground and use the trowel to dig up the roots.
