If you drive through a neighborhood and notice a bunch of the houses there have bars on the windows do you take it to mean the area likely isn't safe?

No because I grew up living in houses/flats like that because my parents wanted to be very sure that there will be no accidents or any cases of crime to ever happen inside our home even especially when they're away for some time and we kids are alone. So, even while building a house or renovating a house when they purchased a property, they always made sure that the safety grills and other security things were installed.

So, I will also prefer to install some things as a precaution. It's better be safe than to wish we had done something before the crime takes place because we never know what will hit us and when... who will hurt us.

One house, probably decor, lots of them that's a bad sign. Same with security shutters on shop windows, you don't get them in nice areas.

My house has had bars on the windows since my great grandparents lived here (and it was most likely built this way). So, I think it's just an outdated way of preventing break-ins. Doesn't necessarily mean that the area is currently dangerous. 😅
