It's based on how many seconds you are alive. So for example if you are measuring chronological age you'd have to account for where am I now and when was my time of birth where I was born. You're not traveling into the future or past technically.
Just adjust to where you were born which could have you fall on a different date depending the local time you're in outside of the time and time zone you were born
But for simplicity it's easier to just celebrate where you are based on that time zone
To be more exact, of course it would be your time zone and time born, but for a birthday celebration since it's really just symbolic /an anniversary, in a time zone ahead (maybe even a day ahead) id just use the date
