If a non-white is raised with whites all his/her life, does that changes their accents?

I've seen two cases (one was a black girl and another a latino boy) where they got raised in a community full of whites all their lives. By the time they were adults, their voices didn't match their ethnicity/race. They both spoke like a white person even though they weren't.

The latino boy (now a man in his 30's) has an accent if he tries speaking in the Spanish community. The black girl (now in her mid 20's) also sounds different if she speaks with other black women. So someone's accent is heavily influenced by whom they've been raised with?

In those two cases, their voices don't match their race at all.
