Am I over reacting about my boss?

Actually he's my manager's boss... So I had grudge against him for something that wasn't completely his fault, so one day I decided to let go of it... this was before the incident happened the same day so I was washing dishes in the back of the kitchen (no cameras) and when I was in the middle of washing I saw him walking my way. So I stopped when he approached me and I thought I was in trouble about my job P performance but he just winked I didn't think it was that weird I didn't know what to say do I just said "hey..." than he got behind me and started rubbing my shoulders slowly in a creepy way and after a little while him stopped turns out he saw/heard my manager coming although she didn't see anything/heard what happen I was glad bc who knows if she didn't come... after that I was in shock for the rest of the day. act like everything okay.

But I didn't think it would happen to me not by him at least bc im quiet and to myself sometimes we talk liked once like "hi and bye mostly I've heard him say weird things out loud my co-workers didn't mind much they joked around so I wasn't thinking that he would be a potential creep.

You are absolutely not overreacting. What your manager's boss did was completely inappropriate and unprofessional. It was not only a violation of your personal space, but it also seems like a form of harassment and even assault. I would strongly suggest telling your manager about what happened so that they can take the necessary action. Do not be afraid to speak up because you did nothing wrong here, and you have every right to feel safe and comfortable at your workplace. Don't let anyone make you feel differently.

In some way if he's touching you in the shoulder but not stalking you. Shouldn't be a problem in away.
