Would I be to blame if I can't save anyone (not even a child) from a dog attack?

I get paralized with fear easily when it comes to big dogs, esp if they're strong breeds. I'm afraid I wouldn't be able to risk save any innocent child or weaker person from a dog attack.

That's my one fear I don't think I can ever overcome. I picture myself getting more scared and not be too much of help even if I really wanted to. Would that make me a coward and selfish person?

At least I'll be calling out for others to help, making a commotion so others get involved. However if it was just me watching a horrible scene of a child getting attacked by a dog, I would be too terrified to risk it.
Then I would be dealing with hate from people online for sure. But am I to blame for having fear of dogs to the point I won't be able to save someone weaker than me?
