One of the first things any emergency worker will tell you, is if the circumstances are too dangerous, they do not go back or attempt to save anyone or any animal because in the end you end up risking your life as well, which could mean two people in mortal danger or dead. Even if you'd never say this out loud to another, is your pet worth risking your life to the point you'd rather die trying to save them, then stay alive for your kids or your significant other/family.
It would depend on the situation in the moment. There's certainly a point where it's too late to do anything or the danger is just too high, but sometimes you have a chance before that point. There's no way I could say without being in an actual situation that I could quickly evaluate. And I hope never to be in that situation.
I have rescued animals before, but only once was there really any danger to me, and it was very minimal danger (getting a dog out of a river).
