It is all true, Italy are two or three different countries united in one state with a centralized administration.
Southern Italy is poor, very poor, central Italy is average, northern Italy is rich, especially Lombardy is rich, the rest of the north is a little better than the centre.
The differences take a long time to explain and have deep roots in historical, geographical and social issues. I'm busy right now and can't explain to you.
