I don't like the home owners of the old address

If you left a change of address, the post office will forward your mail to your new address for a year. If you didn't file one the mail will be returned to sender as "moved left no address". If the mail carrier is not doing his job he will deliver it to the old address. And what they do with your mail is unknown. It is always best to leave a change of address, even to one of those mail services that have PO boxes to rent.

Talk to a Postal Inspector if you suspect they are opening your mail. But they will probably say they didn't look at the name and assumed that any mail they got would be theirs. It is not too late to turn in a change of address by the way.
