Mission target, snipers, officers. Medics might have been targets for you but that is illegal. Laws of warfare still exist and purposefully targeting medical personnel is a war crime. I was a sniper and a sniper instructor. Oh, and taliban or isis don’t care about laws of warfare. So you are one of those mutts, sure.

+1 yThere are different types of snipers - military, law enforcement, government contractor, dignitary protection overwatch, and so on. NONE of them have this rule. It’s an absolute truism that the greatest threat to any sniper is another sniper. Counter-sniper training is a core skill set for anybody in that craft. Add to that the absolute reality that the role of an opposing sniper is to kill & maim your own personnel and any mythical ‘snipers courtesy’ (like some Pirates code) is absolutely laughable. When I’m on scope my heart and soul is poured into protecting my own people and delivering lead to the head on anyone who threatens them. I think your friend, who offered this perspective, is perhaps pretending to be something she not.

And just injure would defeat their own purpose. As that means the other sniper could give away that snipers position or call for back up etc. When a sniper is mainly used so that don't happen. Getting advantage of been unknown.

I don’t understand why snipers not being allowed to take out other snipers would be a rule. 🤔
Especially against a legendary sniper like The White Death, who was killing 150 targets a month.
Snipers can be extremely deadly during war, so it would just be plain impractical to wait for someone else to take out an enemy sniper if you, as a sniper, are already aiming at the enemy sniper. The longer you wait, the more of your own team will die.

If there is a sniper operating, and they can't just flatten the entire area with artillery (meaning, the sniper is operating in an area with lots of friendly civilians), the solution is to bring in your own sniper to take out the opposing sniper.
These kinds of sniper vs. sniper battles have been depicted in movies like Saving Private Ryan and Enemy At The Gates - both of which were inspired by actual events.

On update: I think that sniper wasn’t being entirely honest. Shoot to kill. Snipers will stalk their targets for extended periods to get their shot. Unless they’re under a directive to maim only, it’s unlikely they won’t be lethal when they shoot their shot. Because injured snipers would fire back if they could.
