Why don't children stop being naughty despite shouting at private schools?

I am a novice teacher. I worked at two private schools so far. Sometimes I shout like animals but they don't get scared of me and they keep being naughty. Why? Why wouldn't they be scared despite shouting at them like an animal

Think of dogs. A Chihuahua barking never ilicits fear. A pit bull barking on the other hand. If there is no threat behind a shout then it means nothing.

I didn't tell anything to parents
I worked at a public elementary school as well when I shouted they would get scared and become silent but at a private school they don't get scared at all

Then you shouldn’t expect the kids to respect you if you didn’t communicate with their parents

Public schools get absent parents. Private schools get psycho parents.
